When this happened to my computer (running Home Premium), it seemed to be accompanied by several other symptoms. This worked for me with regards to the referenced problem. Type " net localgroup "Administrators" "NT Authority\Local Service" /add" (without quotes) Right click on the Cmd short-cut, click "Run as Administrator" (If using User-Account Control) >"NT Authority\Local Service" should show up in the list now >Under the "System Tools" section, Double click "Local Users and Groups"
